First and foremost it is important to understand the meaning of ethics. I define ethics to be the decision between what I believe to be morally right and wrong. Many different factors influence my opinions on ethics such as my values, culture I grew up in, my family, religious beliefs, and many others. While I have my own beliefs on what I deem to be right and wrong, there are also rules, views, and models to help when making ethical decisions. Each rule is not perfect, but the advantages help individuals to better understand all the factors that go into making ethical decisions. The first ethical model is the Utilitarian or Consequential Rule. Utilitarian is defined as the greatest amount of good for the greatest amount of people. What this rule focuses on is the consequential aspect of making decisions, hence the alternate name. To be able to make a decision, you must be able to recognize who will be affected and what the outcome will be in terms of who benefits and who suffers. A disadvantage to this model is although there are a large amount of people who are benefiting from your decision; there are still some who are not as lucky. Therefore another decision must be made to decide on whether or not the good outways the bad. The next ethical model is the Moral Right Rule. This model focuses on people’s fundamental rights. Inclusive Education Essay This report details the role of educational inclusion, individual and general perspectives on inclusion and how the medical and social models have played a great part in the conception and in its application in regards to inclusion in the past and in recent times. Inclusion has different conception and used in certain terminology that relates to inclusion. It is used in different settings such as in social care and in the educational setting in the society today. In this report I will be focusing on the educational part. The Encarta English Dictionary defines inclusion as the addition of somebody or something to the rest of a whole. This definition has not specified who is to be included but a person or group being part and accepted by the rest of a whole. The (1944 Act) was in use until 1974, when the Warnock Committee was set up to review the provision that was available for children with Special Educational Need. This committee which was headed by Mary Warnock lead to the publication of the 1978 Warnock Report. The Report concluded that, they were about 20% of children in school population that might have Special Education Need and only 2% of which may require support in the mainstream school. The Warnock Report suggested that there should be a proper provision in place for children with Special Educational Need, which then will ensure that the 2% in mainstream school received the adequate provision. The 1978 Warnock Report had since lead to the enactment and development of various educations Act such as, (1981Education Act), (1993 Education Act), (1996 education Act) and the (2001 Special Educational Needs Disability Act) All these Acts listed above reinforces government’s dedication and commitment to the fully inclusion of children with Special Education Needs into mainstream school and the society as a whole. Following graduation from Howard in 1964, he began working full-time with SNCC and soon became a traveling organizer in the South. It was a dangerous time. The Freedom Summer project was trying to register black voters across the South, and resistance was fierce. In June 1964 three civil rights workers, James Chaney, Andrew Goodman, and Michael Schwerner, disappeared in Mississippi. Carmichael and some SNCC associates participated in the search for the missing activists. The bodies of the three murdered activists were eventually found by the FBI in August 1964. Other activists who were personal friends of Carmichael were killed in the following two years. The August 1965 shotgun murder of Jonathan Daniels, a white seminarian who had been working with SNCC in the South, affected Carmichael deeply. Black Power From 1964 to 1966 Carmichael was constantly in motion, helping to register voters and fight against the Jim Crow system of the South. With his quick wit and oratorical skills, Carmichael became a rising star in the movement. He was jailed numerous times, and was known to tell stories about how he and fellow inmates would sing to both pass the time and annoy the guards. He later said his patience for peaceful resistance broke down when, from a hotel room window, he saw police savagely beat civil rights protesters in the street below. In June 1966, James Meredith, who had integrated the University of Mississippi in 1962, began a one-man march across Mississippi. On the second day, he was shot and injured. Many other activists, including Carmichael and Dr. Martin Luther King, Jr., vowed to finish his march. Marchers began crossing the state, with some joining in and some dropping out. According to a New York Times report, there were usually about 100 marchers at any one time, while volunteers fanned out along the route to register voters. On June 16, 1966, the march reached Greenwood, Mississippi. White residents turned out to heckle and hurl racial slurs, and local police harassed the marchers. When marchers tried to pitch tents to spend the night in a local park, they were arrested. Carmichael was taken to jail, and a photograph of him in handcuffs would appear on the front page of the next mornings New York Times. Carmichael spent five hours in custody before supporters bailed him out. He appeared at a park in Greenwood that night, and spoke to about 600 supporters. The words he used would change the course of the Civil Rights Movement, and the 1960s. With his dynamic delivery, Carmichael called for Black Power. The crowd chanted the words. Reporters covering the march took notice. Up until that point, the marches in the South tended to be portrayed as dignified groups of people singing hymns. Now there seemed to be an angry chant electrifying the crowd. The New York Times reported on how quickly Carmichaels words were adopted: Many marchers and local Negroes were chanting Black power, black power, a cry taught them by Mr. Carmichael at a rally last night when he said, Every courthouse in Mississippi ought to be burned down to get rid of the dirt. But on the courthouse steps, Mr. Carmichael was less angry and said: The only way we can change things in Mississippi is with the ballot. Thats black power. Carmichael gave his first Black Power speech on a Thursday night. Three days later, he appeared, in a suit and tie, on the CBS News program Face the Nation, where he was questioned by prominent political journalists. He challenged his white interviewers, at one point contrasting the American effort to deliver democracy in Vietnam with its apparent failure to do the same in the American South. Over the next few months the concept of Black Power was hotly debated in America. The speech Carmichael gave to hundreds in the park in Mississippi rippled through society, and opinion columns, magazine articles, and television reports sought to explain what it meant and what it said about the direction of the country. Within weeks of his speech to hundreds of marchers in Mississippi, Carmichael was the subject of a lengthy profile in the New York Times. The headline referred to him as Black Power Prophet Stokely Carmichael. Fame and Controversy In May 1967 LIFE magazine published an essay by the noted photographer and journalist Gordon Parks, who had spent four months following Carmichael. The article presented Carmichael to mainstream America as an intelligent activist with a skeptical, though nuanced, view of race relations. At one point Carmichael said to Parks that he was tired of explaining what Black Power meant, as his words kept getting twisted. Parks prodded him and Carmichael responded: For the last time, he said. Black Power means black people coming together to form a political force and either electing representatives or forcing their representatives to speak their needs. Its an economic and physical bloc that can exercise its strength in the black community instead of letting the job go to the Democratic or Republican parties or a white-controlled black man set up as a puppet to represent black people. But within months, his fiery rhetoric and wide-ranging travels made him an intensely controversial figure. In the summer of 1967, President Lyndon Johnson, alarmed at Carmichaels comments against the Vietnam War, personally instructed the FBI to conduct surveillance on him. In mid-July 1967, Carmichael embarked on what turned into a world tour. In London, he spoke at a Dialectics of Liberation conference, which featured scholars, activists, and even American poet Allen Ginsberg. While in England, Carmichael spoke at various local gatherings, which drew the attention of the British government. There were rumors that he was pressured to leave the country. In late July 1967, Carmichael flew to Havana, Cuba. He had been invited by the government of Fidel Castro. His visit immediately made news, including a report in the New York Times on July 26, 1967 with the headline: Carmichael Is Quoted As Saying Negroes Form Guerrilla Bands. The article quoted Carmichael as saying the deadly riots occurring in Detroit and Newark that summer had used the war tactics of guerrillas. On the same day that the New York Times article appeared, Fidel Castro introduced Carmichael at a speech in Santiago, Cuba. Castro referred to Carmichael as a leading American civil rights activist. The two men became friendly, and in the following days Castro personally drove Carmichael around in a jeep, pointing out landmarks related to battles in the Cuban revolution. Carmichaels time in Cuba was widely denounced in the United States. Following the controversial stay in Cuba, Carmichael planned to visit North Vietnam, the enemy of the United States. He boarded a Cuban airlines plane to fly to Spain, but Cuban intelligence called the flight back when it was tipped off that American authorities were planning to intercept Carmichael in Madrid and lift his passport. The Cuban government put Carmichael on a plane to the Soviet Union, and from there he traveled onward to China and eventually to North Vietnam. In Hanoi, he met with the nations leader, Ho Chi Minh. According to some accounts, Ho told Carmichael of when he lived in Harlem and had heard speeches by Marcus Garvey. At a rally in Hanoi, Carmichael spoke out against American involvement in Vietnam, using a chant he had previously used in America: Hell no, we wont go! Back in America, former allies distanced themselves from Carmichaels rhetoric and foreign connections and politicians spoke of charging him with sedition. In the fall of 1967, Carmichael kept traveling, visiting Algeria, Syria, and the African West African nation of Guinea. He began a relationship with the South African singer Miriam Makeba, whom he would eventually marry. At various stops on his travels he would speak out against Americas role in Vietnam, and denounce what he considered American imperialism. When he arrived back in New York, on December 11, 1967, federal agents, along with a crowd of supporters, were waiting to greet him. U.S. marshals confiscated his passport because he had visited communist countries without authorization. Post-American Life In 1968, Carmichael resumed his role as an activist in America. He published a book, Black Power, with a co-author, and he continued to speak out on his political vision. When Martin Luther King was assassinated on April 4, 1968, Carmichael was in Washington, D.C. He spoke publicly in the following days, saying white America had killed King. His rhetoric was denounced in the press, and political figures accused Carmichael of helping to spur on the riots that followed Kings killing. Later that year, Carmichael became affiliated with the Black Panther Party, and appeared with prominent Panthers at events in California. Wherever he went, controversy seemed to follow. Carmichael had married Miriam Makeba, and they made plans to live in Africa. Carmichael and Makeba left the United States in early 1969 (the federal government had returned his passport after he agreed not to visit banned countries). He would settle permanently in Guinea. During his time living in Africa, Carmichael changed his name to Kwame Ture. He claimed to be a revolutionary, and supported a Pan-African movement, the goal of which was to form African nations into a unified political entity. As Kwame Ture, his political moves were generally frustrated. He was criticized at times for being too friendly with Africa dictators, including Idi Amin. Ture would occasionally visit the United States, giving lectures, appearing in various public forums, and even appearing for an interview on C-Span. After years under surveillance, he had become intensely suspicious of the United States government. When he was diagnosed with prostate cancer in the mid-1990s, he said to friends that the CIA may have made him contract it. Female Genital Mutilation Essay Female genital mutilation includes â€Å"all procedures that involve partial or total removal of the external female genitalia, or other injury to the female genital organs for non-medical reasons† (WHO). The World Health Organization states that 140,000,000 girls and women worldwide are currently living with the consequences of female genital mutilation. The procedure can be carried out on babies as young as two weeks old and on woman in their twenties. The age at which girls are cut can vary widely from country to country, and even within countries. Most often, female genital mutilation happens before girls reach puberty (Women’s Health). In Africa, there is an estimated 101,000,000 girls 10 years old and above that have undergone female genital mutilation. The procedure is generally performed without anesthesia by an older woman who acts as the local midwife and it is often conducted in the girl’s home. However, there are a few villages that have all the girls lay next to each other and the circumciser cuts all of them in a row. The World Health Organization recognizes four types of female genital mutilation. Type 1 and Type 2 are closely related. Type I is the removal of the clitoral hood, which is rarely, if ever, performed alone. Type 2 is called a clitoridectomy. This procedure is the partial or total removal of the clitoris and inner labia, with or without the removal of the outer labia. In a 1998 report from the World Health Organization, they wrote the clitoris is held between the thumb and index finger, pulled out and amputated with one stroke of a sharp object†. The sharp object can be a knife, pair of scissors, cut glass, sharpened rocks or fingernails. Medical personnel are usually not involved. However, in Egypt, Sudan and Kenya, these procedures are carried out by health professionals (Pruthi). Type 3  is called infibulation. This is the process of removing all external genitalia and the fusing of the wound, leaving a small hole for passage of urine and menstrual blood. A pinhole is crea ted by inserting something (usually a twig or rock salt) into the wound before it closes. The wound may be sewed with surgical thread, and in some cases agave or acacia thorns are used to hold the sides together. Then, the girl’s legs are tied together from hips down to her ankles and left to heal for 2-6 weeks. The infibulated woman’s vulva is opened for sexual intercourse by her husband’s penis or a knife. This creates a tear which they gradually rip more and more until the opening is sufficient enough to admit the penis. In some women, â€Å"the scar tissue is so hardened and overgrown with keloidal formations that it can only be cut with very sharp surgical scissors† (Lightfoot-Klein). If the woman gets pregnant, they will cut her open with a knife in time to give birth. After they give birth, many women ask to have the infibulation restored. Skoll World Forum Type IV is unclassified and it includes â€Å"pricking, piercing or incising of the clitoris and/or labia; stretching of the clitoris and/or labia; cauterization of the clitoris and surrounding tissue; scraping of tissue surrounding the vaginal opening or cutting of the vagina; introduction of corrosive substances or herbs into the vagina to cause bleeding or for the purposes of tightening or narrowing it; and any other procedure that falls under the definition of female genital mutilation above† (Reyners). The origins of the practice are relatively unknown. Theres no way of knowing the origins of FGM (female genital mutilation), it appears in many different cultures, from Australian aboriginal tribes to different African societies, states medical historian David Gollaher, president and CEO of the California Healthcare Institute. There is a reference to it on the sarcophagus of Sit-hedjhotep, dating back to the Egypt’s Middle Kingdom. The inscription says â€Å"But if a man wants to know how to live, he should recite (a magical spell) every day, after his flesh has been rubbed with the b3d (an unknown substance) of an uncircumcised girl and the flakes of skin of an  uncircumcised bald man† (Knight, pp317). The English explorer William Browne reported in 1799 that infibulation was carried out on the slaves, coming from Egypt, to prevent pregnancy. Traders simply paid a higher price for women who were infibulated. Slave patterns across Africa account for the patterns of fe male genital mutilation found there. Egypt and Africa are not the only continents that have a history of female genital mutilation. Gynecologists in 19th century Europe and the United States would remove the clitoris for various reasons, including treating masturbation, because they believed that masturbation caused physical and mental disorders (Rodriguez, p323) Isacc Baker Brown was an English gynecologist who believed that the â€Å"unnatural irritation of the clitoris caused epilepsy, hysteria and mania†. A paper that was written in 1985 and published in the Obstetrical and Gynecological Survey says that â€Å"the last clitoridectomy was performed in the United States in the 1960s to treat hysteria, erotomania and lesbianism† (Cutner, p135) The practice of female genital mutilation is most common in the western, eastern, and north-eastern region of Africa, in some countries in Asia and the Middle East (WHO). There are currently 27 countries in sub-Saharan and Northeast Africa, and immigrant communities, which still perform female genital mutilation. Countries such as Djibouti, Eritrea, Ethiopia, Somalia and Sudan are predominantly Type 3. The list of health complications that arise from female genital mutilation is very extensive. There are no health benefits and it rooted in gender inequality, ideas about purity, and is an attempt to control a woman’s sexuality. Immediate complications can include sever pain, shock, bleeding, tetanus or sepsis, urine retention, open sores in the genital region and injury to nearby genital tissue. African Women.Org state that the long term consequences from the procedure are: Repeated urinary infection because of the narrowing of the urinary outlet which prevents the complete emptying of urine from the bladder. Extremely painful menstruation due to the buildup of urine and blood in the uterus leading to inflammation of the bladder and internal sexual organs. Formation of scars and keloid on the vulva wound. The growth of dermoid cysts which may result in abscesses. Formation of fistula – the rupture of the vagina and/or uterus. Vulval abscesses. Severe pain during intercourse which may consist of physical discomfort and  psychological traumatization. Difficult child birth which in case of long and obstructed labour may lead to foetal death and brain damage of the infant. In the case of infibulation acute and chronic pelvic infection leading to infertility and/or tubal pregnancy. Accumulation of blood and blood clots in the uterus and/or vagina. Physical short term and long term complications are not the only result from female genital mutilation. Mental anguish can result from this brutal procedure. When Waris Dirie was about five years old, she was left in a makeshift shelter under a tree for several days to recover from her â€Å"operation†. She was told that God wanted her to do this and she wondered why God hated her so much. When she was thirteen, her father wanted her to marry a man in his 60s. Waris ran across the dessert to Mogadishu where she lived with relatives until she made it London and lived with her aunt. Whilst in London, a photographer spotted her and she became a supermodel, appearing in Chanel campaigns and was in the James Bond film The Living Daylights (Saner). Waris’s popularity and status helped to give her a voice and she went public in 1997 in a magazine interview, to tell the world about what happened to her and her aspiration to stop female genital mutilation. Waris means Desert Flower, a flower that can endure even the roughest of climates. She started a foundation named Desert Flower that seeks to end the crime of female genital mutilation by raising public awareness, creating networks, organizing events and educational programs. Her foundation Desert Flower also supports victims of female genital mutilation. Last month, in Berlin, she opened the first of what will be several medical centers to offer help to women who have suffered from female genital mutilation. Waris Dirie isn’t the only one that is opposed to female genital mutilation. Others, such as the World Health Organization, have been working to educate woman on their rights to their own bodies. Many laws have been enacted to protect these women, but few abide by these laws. Eighteen countries—Benin, Burkina Faso, Central African Republic, Chad, Cà ´te d’Ivoire, Djibouti, Egypt, Eritrea, Ethiopia, Ghana, Guinea, Kenya, Mauritania, Niger, Senegal, South Africa, Tanzania, and Togo—have enacted laws criminalizing female genital mutilation. The penalties range from a minimum of three months to a maximum of life in prison. Several countries also impose monetary fines. The Prohibition of Female Circumcision Act of 1985 made female genital mutilation unlawful in  England and in Wales. However, there is evidence that people used a loophole to take young girls abroad temporarily to carry out the procedure. In the United States, Cornell University Law School teaches that â€Å"Except as provided in subsection, whoever knowingly circumcises, excises, or infibulates the whole or any part of the labia majora or labia minora or clitoris of another person who has not attained the age of 18 years shall be fined under this title or imprisoned not more than 5 years, or both†. There are those out there that are for female genital mutilation. Many people from communities that practice it say that it is rooted in local culture and that the tradition has been passed from one generation to another. Culture and the preservation of cultural identity serve as the underlying impetus for continuing the practice. Many women will be social pariahs if they don’t go through the ritual. They cannot attend any public outing or funeral. If they children, they too will be outcast. Some of those who support female genital mutilation also justify it on grounds of hygiene and aesthetics, with notions that female genitalia are dirty and that a girl who has not undergone the procedure is unclean. The women that oppose the end of female genital mutilation compare it breast enlargements or rhinoplasty. They ask â€Å"why is okay for these women to change and shape their bodies to look the way that they want them to?† The answer, simply, is that these procedures are a women’s choice. They are eighteen years old and chose to have these procedures done to them. Female genital mutilation is child abuse and a violation of the basic human rights of women.
